Governor Babagana Zulum of Borno State has revealed that repentant terrorists returned to their gangs after spying on communities through the reintegration course of.

The governor disclosed that the ‘Operation Secure Hall’ program initiated by the Federal Authorities, geared toward reintegrating repentant members into the society was not working as anticipated.
